INFORMATION SYSTEMS (IS) MANAGER
Grade VIII, Senior Management Position
Permanent, Full-Time
(Onsite role with Hybrid Working Options)
The DDUH is a centre of excellence in patient care, education and research, which drives the learning experience of our students and the delivery of the highest quality care to patients in an integrated, holistic and balanced way.
The IS Manager will have a strategic approach in the development of IS services and infrastructure, embracing continuous quality improvements, technological development and the management of the changes necessary to achieve DDUH strategic objectives.
The position reports to and is accountable to the Chief Executive Officer (CEO) of the DDUH and/or to any other authorised designated officer that the responsibility is delegated to by the CEO.
Qualifications, Experience and Person Specification
Each candidate should ideally have;
A third level qualification in computing or a relevant discipline and/or equivalent IT management experience.
Proven experience in Information and Communications Technology (ICT) and information systems management (ideally in a healthcare setting), including but not limited to Electronic Patient Record (EPR) systems, network, servers, databases, desktop support, helpdesk operations, information / cybersecurity (hardware and software security systems), Citrix, Microsoft Exchange (e.g. MS Office), and telephony systems.
Experience and competence to develop and execute a strategic vision for the IS Department, including the preparation of an annual Development Plan and Budget.
Proven experience in project management and excellent project management skills, with the ability to lead and deliver IT projects on-time, within resources and to quality expectations.
Proven senior management experience with the ability to actively contribute at the senior management level.
Proven team leadership skills with the ability to lead, motivate, coach, and manage an IS team.
The ability to work independently, prioritise tasks, manage multiple issues simultaneously and maintain excellent attention to detail.
Strong problem-solving abilities, with the competence to identify potential challenges and develop effective solutions.
Excellent interpersonal, written, and verbal communication skills, ensuring effective collaboration and engagement with staff, ICT users, patients, suppliers and all external stakeholders.
Internal and external stakeholder focused approach, ensuring high standards of service and satisfaction.
The competence to perform under pressure, meeting deadlines in a dynamic fast paced healthcare setting.
Demonstrated capabilities to respond to rapid changes in ICT, education and healthcare service sectors.
Be of good character with the ability to demonstrate and incorporate the values of the DDUH, at work, whilst collaborating with all stakeholders.
Outline of Duties and Responsibilities
The successful candidate will be responsible for managing the activities of the IS Department which encompasses strategic planning, managing and reducing costs, management of an IS team currently consists of up to 4 staff and some sub-contractors, meeting deadlines, and monitoring quality standards.
The role of the IS Manager includes but is not limited to four main areas of management accountability along with core competencies, as detailed further on in the job description;

General Responsibilities;
Oversight and management of the DDUH ICT and information systems, ideally in a healthcare setting, relating to people, processes and technology.
Effective management of all staff assigned to the IS Department, ensuring a functional and productive team. Current team consists of 4 full time roles.
Responsibility for managing information and cybersecurity to preserve the confidentiality, integrity, and availability of the Hospital’s data, information and information processing facilities.
Lead and manage the strategic direction, development, and operation of core ICT and information systems to support the DDUH's overall strategic objectives.
Efficient and effective delivery of ICT and information systems projects within specified budgets.
Responsibility for incident, change, problem, performance and service management, ensuring the stability of the DDUH ICT and information systems environment.
The provision and facilitation of core knowledge and information services management, including researching and recommending new knowledge and information management systems and their security.
Technology & Infrastructure Management
Management of the DDUH technology environment, including but not limited to Virtualised servers, Data and Storage Area Networks, Windows Desktops, Apple Macintosh computers, Microsoft Windows servers, Linux servers, and Oracle database servers.
Design and deploy solutions to support the DDUH Digital Dentistry Strategy.
Drive the strategic development of all network and interconnected services, including intranets, and portals for both local and remote access.
Oversee all communication systems, including but not limited to telephones and mobile phones, ensuring efficient and reliable connectivity and quality of service.
Full responsibility for security of DDUH data, information and information processing facilities including Disaster Recovery planning for data and equipment protection.
Ensure information systems acquisition, development, operation and maintenance, including testing to maintain operational integrity.
Ownership of IT service for all hospital information systems to ensure quality of service.
Evidence-based best practice advice and guidance on the use of DDUH ICT and information systems, platforms and networks to ensure quality of service. Develop and support remote clinical service delivery and educational learning, incorporating the use of video conferencing, e-learning, and e-health solutions.
Deliver ICT and information systems educational support for student courses, both remote and in classroom settings.
Monitoring and maintenance of all DDUH ICT and information systems equipment, ensuring optimal performance and longevity.
Governance, Policy & Procurement
Maintain a comprehensive inventory of all DDUH ICT equipment for tracking and resource planning.
Manage DDUH ICT maintenance contracts, suppliers and licensing ensuring compliance with contract agreements and legal requirements.
Ensure all DDUH ICT equipment and services are procured in accordance with public sector procurement guidelines.
Manage the DDUH ICT Budget effectively, controlling expenditure and identify opportunities for cost savings.
Procure appropriate hardware, software, and services in conformance with appropriate policy to ensure cost efficiency and compliance.
Audit and approve external PO’s and invoices, ensuring integrity and alignment with budget.
Develop and document systems diagrams, data flows, policies and standard operating procedures for the IS Department that are published on the internal document management system, QPulse, including the ongoing review of these policies and procedures.
Support and manage internal/external evaluations and audit outcome improvement processes that relate to DDUH ICT services.
Monitor, measure, analyse, evaluate and report on departmental activities and expenditure to meet internal management and external reporting requirements.
Responsible for ICT, network and information security risk assessment and treatment (documented process with risk acceptance criteria, risk identification, ownership, analysis, evaluation, treatment via control implementation, residual risk analysis, approvals, monitoring and reporting).
Identify and conforms to international evidence-based ICT and information systems, platforms and networks standards, including information security, cybersecurity and data privacy. This will include consideration of certification to such standards that benefit the DDUH.
People Management & Leadership
Ensure central coordination and prioritisation of DDUH ICT and information systems, platforms and networks within the team.
Conduct regular departmental team meetings, ensuring alignment on priorities and objectives.
Lead staff training, development and performance reviews to retain, develop and support staff during the employment cycle.
Securely manage and maintain records within the HR System relating to staff training, absenteeism and other HR matters, ensuring compliance with HR policies and procedures.
Deal with people issues locally before escalation, with the support of the Human Resources.
Establish and maintain excellent communications with all stakeholders including the Executive team which consists of the Clinical Director, the Dean of Dental Affairs and CEO. Other key stakeholders include the Divisional Heads, Senior Management Team, internal and external stakeholders.
Promote teamwork and communication between the IS department and all other stakeholders.
Support recruitment, selection and on boarding of new IS staff.
Undertake continuing professional education and development activities relevant to the roles within the IS team.
Act as ambassador for the organisation with the core values at the forefront of each engagement.
Demonstrate pro-active commitment to all communications with internal and external stakeholders.
This role holds membership within the Senior Management Team (SMT) and sits on various Committees internally and externally.
This role would also have a close working relationship with TCD campus and the HSE.
